Until now, the ownership structure was characterized by the fact that the investors only owned their plots of land acquired through so-called contrato privados (promises to sell) and were the legal owners of these plots.

In July 2023, however, the project was submitted as Barrio Cerrado to the public Catastro (land registry office) of the country of Paraguay. Once the entire project has been registered and all individual plots have been identified so that titles can also be issued in the Registro (land registry), the conditions are in place to create the legal entity (legal person) of the community of owners of this Barrio Cerrado. This is done, as is known from Germany and other European countries, through the first general assembly of the community of owners. 

The ownership structure is then as follows.

 

The entire area is now divided into the individual plots in private ownership of investors or in private ownership of the company Reljuv S.A. and the remaining 33% of the total area, which is in common ownership of the community of owners. The larger circle is intended to indicate that Reljuv owns even larger areas that are not developed in any way. Similarly, a number of areas that will eventually be jointly owned, such as the lakes, have not yet been developed to a large extent.

With this transfer, ownership of all infrastructure installed on the communal areas (roads, power lines, data lines, water pipes, fountains, lakes, canals, dams) will also be transferred to the community of owners. 

The association's current most urgent goal is to make the members of this community of owners aware of the consequences of this change and to organize the ability of the investors who have joined together in the Comunidad Creativa to act.
